CHICAGO (WGN) -- A man heads to court today to face charges in the death of a 2-year-old northern Illinois boy whose dismembered remains were found in a park lagoon last year.
Police say Kamel Harris, 41, was taken into custody on Monday.
It was Labor Day weekend last year when a foot was found in the Garfield Park Lagoon.
After the gruesome discovery, Chicago Police divers went to work and found more body parts and located another foot, the baby's hands and the decapitated head.
The lagoon was drained but the boy's torso never found.
Experts used the toddler's head to create a sketch of what they thought the baby looked like hoping someone would come forward.
Two weeks after the body parts turned up, 2-year-old Kyrian Knox was reported missing in Rockford, Illinois.
The FBI matched Kyrian's DNA with the body parts and his death was ruled a homicide.
Police say Kyrian's mother moved to Iowa for a job and left the baby with a friend's friend, Harris, who killed the child.
“Based on third party statements, the baby, apparently, ingested some milk and the baby was lactose intolerant and kept crying all afternoon,” said Commander Kevin Duffin. “And he just snapped and couldn't deal with it anymore.”
