Family members charged after elderly woman, kids found in home with bugs, feces

CHARLESTON, W.Va. -- (WVAH) -- Three people are facing neglect charges after police said an 88-year-old woman and children were found to be living in deplorable conditions with bugs, feces and glass throughout their residence.

Lisa Jean Dunlap, 50, of Charleston is charged with abuse or neglect of incapacitated adult or elderly. Kayla Jean Rogers, 29, and John William Rogers, 28, both of Charleston are charged with child neglect resulting in injury.

According to a criminal complaint from Kanawha County Magistrate Court, about 11:10 p.m. Monday, Charleston police were called to Charleston Area Medical Center General Hospital for an elderly abuse complaint. When police arrived, they spoke with a social worker who advised that earlier that day, the victim was transported to CAMC with signs of severe neglect, the complaint said. The victim had numerous bed sores, dried feces on her back, ants and numerous insects covered her and her leg was described as “rotting” from the knee down to her ankle.

A news release from the Charleston Police Department also said the woman had a skin tear on her arm that was ripped to the muscle and a severely bent spine and head, consistent with remaining in one position for an extended period of time. the elderly woman also was found to be malnourished and was not coherent, the release said.

Police obtained a search warrant for the Beuhring Avenue residence where the woman was living. Police located the victim's granddaughter, Kayla Lea Rogers, and her husband, John Rogers, and Kayla's two 6-year-old daughters inside. Police also located the victim's daughter, Lisa Jean Dunlap, inside the residence. Dunlap told investigators she was the primary caretaker for the victim.

Police said the home was found to be in deplorable condition with feces and broken glass on the floor, trash thrown inside, bugs on the victim's bed and floor and methamphetamine smoking devices beside the children's bed.
