Mother charged with 9 felony counts in child abuse case

FAIRFIELD, Calif. -- (KRON) -- A Fairfield mother has been charged with nine felony counts of child abuse after 10 children were rescued from “horrible” living conditions.
The investigation began on Mar. 31.
The case started to unfold after one child was reported missing.
Police arrested a mother and a father after they say ten children were rescued from “horrible” living conditions.
Police also say the children suffered a long history of physical and emotional abuse.
The investigation started on March 31 when police responded to a report of a missing 12-year old on the 2200 block of Fieldstone Ct.
Once they found the child, they searched the home due to concerns for the safety and health of the other children.
Officers found nine more children, ranging in age from four months to eleven-years-old.
Investigators say the children were living in “squalor and unsafe conditions.”
Solano County Prosecutors charged the father, Jonathan Allen with 16 felonies, including seven counts of torture, and nine counts of felony child abuse.
The mother, 30-year Ina Rogers had been arrested and booked into Solano County Jail for child neglect but later released.
The children are ages 4 months to 12 years and were removed from his Fairfield home after police found them living in filthy conditions.
Allen said his German shepherd puppy destroyed the bathrooms but the household functions well with the older kids helping with the younger ones.
