'Filthy' Ohio toddlers found in back seat of hot car as adults allegedly on crack were passed out

BUTLER COUNTY, Ohio (TCD) -- A 48-year-old man and a 29-year-old woman were taken into custody after they were found asleep in a car with twin toddlers in the backseat.
According to a criminal complaint, Monroe Police officers were dispatched to the 400 Todhunter after receiving a report of two people passed out in a vehicle. One suspect, Stephanie Sandlin, was in the passenger’s seat of the car and "had to be aroused."
The driver, Justin Simpson, was reportedly found "slumped over the steering wheel," his criminal complaint reads. Police noticed a "small rock-like substance wrapped in plastic in plain view in his lap," which he allegedly later admitted was crack.
Officers also saw 18-month-old twins Raelynn Simpson and Easton Simpson in the back of the car. The children were reportedly "extremely hot" and were both sitting "in old fast food scraps with diapers that had not been changed in a while."
WXIX-TV reports police said the children appeared "very sweaty, thirsty, and filthy."
Sandlin reportedly had "extremely dilated pupils" and appeared lethargic, according to the criminal complaint. Police reportedly found a crack pipe on her side of the car as well.
Sandlin was booked on a child endangerment charge, while Simpson was taken into custody for child endangerment and possession of drugs.
