Woman charged with murder for allegedly sneaking balloon containing fatal dose of meth to inmate via kiss

NASHVILLE, Tenn. (TCD) -- A woman faces a murder charge after she allegedly kissed an inmate she was visiting and passed him a balloon of meth.
According to the Tennessee Department of Correction, in February, Rachal Dollard went to the Turney Center Industrial Complex to visit inmate Joshua Brown. The two reportedly shared a kiss, and she "was observed passing drugs to him" during the embrace. Brown reportedly swallowed a balloon pellet that contained half an ounce of meth.
He later died from an overdose.
Dollard was arrested over the weekend by Tennessee Department of Correction special agents and Dickson County Sheriff’s Office deputies. She was booked into the Hickman County Jail for second-degree murder and introduction of contraband into a penal facility.
The Tennessee Department of Corrections said Brown was serving an 11-year sentence for drug-related charges. His sentence would have expired in 2029.
The director of Tennessee Department of Correction’s Office of Investigations and Conduct, David Imhof, said in a news release, "This incident points to the real dangers of introducing contraband into prisons and the consequences that follow. Our agency will pursue prosecution against any individual who threatens the safety and security of our staff, the men and women in our custody, and our facilities."
