FORT COLLINS, Colo. (TCD) -- A man was arrested and charged earlier this week after allegedly kidnapping an elderly woman while she waited for her husband inside her vehicle.
According to a news release from the Fort Collins Police Department, on Tuesday, Feb. 21, an elderly woman was in her car while her husband was shopping, and Cesar Bugarin allegedly entered the vehicle and drove off.
