California man who allegedly dragged woman into alley and killed her in 1984 is arrested

ROSEVILLE, Calif. (TCN) -- After 40 years of investigative work, authorities recently located and arrested a 59-year-old man in Los Angeles on suspicion of attacking and killing a woman.
According to a release from Roseville Police, investigators found the body of 69-year-old Madeline Garcia on Atlantic Street in 1984. Officers recovered evidence at the scene suggesting Garcia had been "attacked and dragged into an alley," where she was killed.
Police detectives exhausted all leads. Despite their efforts, officials were unable to identify a suspect at the time. The Placer County District Attorney's Office noted that many of the officers and detectives who initially worked on the case have since retired, but the investigation continued.
The district attorney’s office and police detectives submitted samples for further testing. Prosecutors said "advancements in forensic techniques, coupled with investigative tenacity and teamwork" led to the identification and arrest of Richard Moore in Los Angeles on June 27. Moore was reportedly living there at the time and was booked into custody before he was transported to Placer County.
According to a July 8 news release from the district attorney’s office, Moore appeared in court for his arraignment on a charge of murder with special allegations relating to kidnapping and rape and pleaded not guilty. He is expected in court again on July 22.
