2 arrested in Philly after 6-year-old boy is found naked and locked in dog cage

PHILADELPHIA (TCD) -- A 30-year-old woman and 31-year-old man were taken into custody after a 6-year-old boy was found naked and locked inside a dog cage.
According to NBC Philadelphia, on Thursday, March 23, Hector Perez called Philadelphia Police when he saw two young girls standing outside in the rain wearing only diapers. He said the girls were "screaming for their mother and their father" in the backyard of their home on the 4200 block of Glenview Street.
Philadelphia Police officers arrived and located the two girls. They made their way inside the home and that’s when they found the boy inside the cage.
CBS Philadelphia reports several family members were at the residence, including the children’s grandmother, who was escorted out in a wheelchair.
Sgt. Eric Gripp said, "We don’t live in a world where, under any situation whatsoever, we should have a child inside of a cage or young children outside standing in the rain."
Gripp added the department will work with DHS to "get the children the care that they need."
According to NBC Philadelphia, the three children who were at home were taken to a hospital for evaluation. Two other children who live at the residence were at school when police arrived.
Court records show Michelle Campbell and Paul Weber are being charged with endangering the welfare of a child and recklessly endangering a person. Their bails are set at $225,000.
