Ohio man sentenced to 27 years in prison for paying impoverished Filipino women for child porn

DAYTON, Ohio (TCD) -- A 42-year-old man was sentenced to 27 years in prison on Friday for sending money to impoverished mothers in the Philippines in exchange for child porn.
Charles Lee Frazier pleaded guilty to soliciting child porn from Filipino women in March 2021. According to the U.S. Attorney’s Office for the Southern District of Ohio, which cites court documents, Frazier reportedly connected with poor women on Filipino dating sites and would request sexually explicit pictures of their children in exchange for money, including images of "minor children engaging in sexual conduct with other children or with their mothers."
The U.S. Attorney’s Office says Frazier sent child pornography to the women to show examples of what he wanted them to shoot and send back to him. Frazier reportedly had discussions with the women about performing violent acts on the children, including "killing infants during sexual assaults."
Frazier sent money via MoneyGram from a Sidney, Ohio, store to the Filipino women from April through July 2019. One of the women in the online chats reportedly said she needed the money for food. Another woman reportedly sent him photos of her 7-year-old daughter in return.
Frazier was arrested on April 6, 2020.
According to the U.S. Attorney’s Office, Frazier was sentenced Friday by Senior U.S. District Judge Walter H. Rice.
Frazier was already a registered sex offender by the time he solicited child porn from the Filipino women online. He was convicted and sentenced to 84 months in prison in 2011 for receiving child pornography.
