2 arrested after a man’s burned body found in Calif. field

SOLANO COUNTY, Calif. (TCD) -- A 38-year-old woman and a 39-year-old man were arrested in connection with the discovery of a human body that had been set on fire.
On Monday, March 27, several Vacaville residents reported a small field fire near Elmira Road and Tulip Street, and when fire personnel arrived on scene, they found the burned body, the Solano County Sheriff’s Office said.
Solano County Sheriff’s deputies subsequently responded to the area and found "the remains were of a man who had severe head and facial injuries and burns over much of his body." He was later identified as 35-year-old Theodore Washington of Sacramento.
According to the Sheriff’s Office, investigators used Flock Safety cameras and identified a "vehicle that was suspected to be involved in the death." Sacramento police reportedly performed a traffic stop on the vehicle later that night, and interviewed the two occupants, Wendy Warren and Emmanuel Justin.
Officials reportedly concluded that Warren, who "had a relationship with the victim," and Justin "lured the victim to a location in West Sacramento and committed the murder." After several days, the suspects allegedly tried to dispose of Washington’s remains.
Warren and Justin were arrested and booked into the Solano County Jail on suspicion of Washington’s murder and remain held on $2 million bail each. They are scheduled to appear in court on April 10.
