Kansas teen girl discovered wearing dog collar after alleged kidnapping

CHESTERFIELD, Mo. (TCD) -- A 38-year-old man was arrested for allegedly kidnapping and sexually abusing a 15-year-old girl who was reported missing from Manhattan, Kansas, on Monday, Jan. 24.
According to the U.S. Attorney’s Office for the Eastern District of Missouri, the victim’s mother told authorities her teen daughter left home without her cellphone. The mother was reportedly able to provide electronic devices to Riley County Police for further investigation.
According to the U.S. Attorney’s Office, police discovered social media conversations from the missing teen, including plans between the victim and the suspect. In those conversations, the suspect reportedly outlined his plan to pick up the teen victim without her parents’ knowledge.
Upon further investigation and an obtained search warrant, the U.S. Attorney’s Office says the Riley County Police Department and the Federal Bureau of Investigation identified John Low as a possible suspect.
FBI agents and officers from the Chesterfield Police Department reportedly knocked on Low’s door at his home in Chesterfield, Missouri. According to KSDK-TV, the victim was found inside Low’s home wearing a dog collar. Low allegedly told police he was seeking a long-term relationship with the teen. As police searched the home, KSDK reports that they discovered sex toys, restraining devices, and infant toys.
According to the U.S. Attorney’s Office, several federal charges were filed against Low on Thursday, Jan. 27, including coercion and enticement of a minor, transportation with intent to engage in criminal sexual activity, and travel with intent to engage in illicit sexual conduct. He remains held without bond.
